NAMA development and implementation requires an organisational structure that enables an effective engagement of all relevant stakeholders, such as policy makers, regulators, planners, private sector participants, domestic and international finance institutions, NGOs, business associations, academia, think tanks and technical experts.
The purpose of this NAMA institutional arrangements paper is to propose terms of reference for NAMA-related support, facilitation and coordination in Viet Nam to overcome common barriers identified before and contribute to a more effective implementation of NAMAs in Vietnam.
The recommendation paper proposes institutional arrangements to better facilitate NAMA development, implementation and operation for NAMAs and all relevant stakeholders.
